Description
Issue Summary
The Cloud Migration assistant fails to migrate users properly between default groups "confluence-administrators" in Server to the "administrators" group in Cloud. Confluence Server uses the default group "confluence-administrators" whereas Confluence Cloud uses "administrators".
When using CCMA, migrated permissions in Cloud do not show confluence-administrators group, but rather administrators(expected). However, the users from the Confluence Server "confluence-administrators" group are not migrated to the "administrators" group in Cloud, causing loss of permission.
Steps to Reproduce
- Go to Confluence Server and create a new user e.g. test@test.com
- Add this user to confluence-administrators group
- Create a space called e.g. Test Space
- Add confluence-administrators to the Test Space admin panel
- Use CCMA to migrate this space
Actual Results
Since the default groups are different between platforms, the Test Space permissions in Cloud do not show confluence-administrators group, but rather administrators. However, the users from the Confluence Server "confluence-administrators" group are not migrated to the "administrators" group in Cloud, causing loss of permission.

Since the original confluence-administrators group is not getting added to the space permissions, permissions are lost for anyone who had access as part of that group in server.
Expected Results
The users from the Confluence Server "confluence-administrators" group are properly migrated to the "administrators" group in Cloud so that permissions are kept.
Workaround
Add the confluence-administrators group to space permissions.
Alternatively, move everyone that used to be in Confluence Server’s confluence-administrators group to the Cloud’s administrators group, taking into account the cross-product effect outlined here.
