Improve JCMA dashboard migration for Enterprise customers

      Dashboard migration FF com.atlassian.jira.migration.dashboard-migration.feature is used by Enterprise customers for migrating Dashboards.

      This FF has resulted in lower plan success rates due to:

      • Missing dependencies in the cloud 
      • Performance issues when FF is enabled from the first plan (not the last as intended)

      Expected behaviour:  

      Ability for enterprise customers to migrate dashboards without compromising on the plan success rate in JCMA
