Cloud Migration Assistant fire request to marketplace though marketplace is disabled

Issue Summary

Though the marketplace access is disabled, Cloud Migration Assistant for Confluence plugin fires a request to marketplace for version check as shown in Actual Results part.

Steps to Reproduce

1. Stop Marketplace access, via uncheck Connect to the Atlassian Marketplace in Confluence Administrations -> Manage apps - > Settings
2. Find Connect to the Atlassian Marketplace  in Manage apps, disable it.
3. Enable it, a error will happen as described in Actual Results party.
4. It can be reproduced as well once the confluence service is restarted.

Expected Results

All the access against Marketplace should not be fired once Connect to the Atlassian Marketplace is disabled.

Actual Results

The access attempt is observed in confluence log.

Workaround

Disable Cloud Migration Assistant for Confluence plugin.
