Issue Summary

Certain customers with large user bases are seeing imports to Cloud sites fail.

Steps to Reproduce

1. Create and export a Jira site backup from `https://siteone.atlassian.net]
2. Start to import it into https://sitetwo.atlassian.net

Expected Results

The import completes successfully.

Actual Results

The import fails.

Backend errors indicate the following:

Completed import stage: SYNCHRONISE_USERS with failure: Error occurred while importing users

Privacy-safe boxing of a com.atlassian.jira.bc.dataimport.identity.UsersImportService$WrappingCrowdException

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
