JIRA Agile OnDemand - Incomplete upgrade task prevents access to JIRA Agile

Users receive the warning:

"JIRA Agile is currently unavailable. This might be because an upgrade task has failed to run or has not not yet completed."

The cause relates to an upgrade task not being able to be completed because workflow description is blank
