Issues that can't be estimated should not form part of that number, and the should be part of "Incomplete Issues" instead of "Incomplete Unestimated Issues"

The numbers are correct for the number of issues that are unestimated, however, it is not clear that "unestimated issues" includes issues which cannot receive an estimate due to configuration.
To clarify this we will add a tooltip to explain this possibility.
