Invocation of method 'getPreferences' in class after click at Project Template in GreenHopper

    Description

      Error below will be thrown after click on "Project Templates" (via Administration>GreenHopper>Project Templates) when JIRA do not have any project created.

      Step to reproduce:

      1. Setup new JIRA 4.2 and install GreenHopper 5.3.
      2. Do not create any new project
      3. Click at Project Templates 
      An error occurred whilst rendering this message. Please contact the administrators, and inform them of this bug. Details: ------- org.apache.velocity.exception.MethodInvocationException: Invocation of method 'getPreferences' in class com.pyxis.greenhopper.jira.actions.GlobalConfigurationAction threw exception class java.lang.NullPointerException : null at org.apache.velocity.runtime.parser.node.ASTIdentifier.execute(ASTIdentifier.java:183) at org.apache.velocity.runtime.parser.node.ASTReference.execute(ASTReference.java:175) at

      GreenHopper should showing a message instead of throwing error.
