      Issue Summary

When connecting Jira 10.3.3 to GitHub Enterprise(On-prem) via DVCS, the warning of "Webhook not installed" pops up though DVCS is working.

By my test, this problem does not happen in Jira 9.12.22.

      Steps to Reproduce

      1. Create OAuth app in GitHub Enterprise (On-prem)
      2. Login Jira 10.3.3, and connecting to above GitHub Enterprise via DVCS
      3. Wait a while until your repos synced into Jira
      4. Click established DVCS account, and go into repo list
      5. Confirm the 'Webhooks status' is SECURE.
      6. Mouse over to 'Last activity' of a repo, click refresh icon to sync

      Expected Results

      No errors or warnings

      Actual Results

      The below warning is popped.

      Webhook not installed
We couldn't add the post commit hook because you don't have admin permission on the repo. You can send the URL below to your Bitbucket admin for this account.
The Bitbucket admin can use the URL to add the hook. For more information, see...
