Current Behavior.
If you create a 'Read-Only' Permission Scheme for a project that prevents Issue Creation and adds this Project to a Plan, the Create Issue would still list the project and let you 'create' an issue from the Plan View.
It would only fail when you try to Review Changes with the following in the logs:

Expected Behavior
It would be beneficial if the Create Issue option from the Plan View doesn't list Projects that don't have the Create Issue permission or even a 'flag' in the Issue Source to prevent creating issues on specific projects.
