Allow project ID in Board JQL filter

      Problem

      Currently Jira doesn't recognize a board when it contains a project value identified by a ID instead of the actual project Key making all the filters unusable as board filters high effort to either convert filters with project value id to key OR create duplicate filters just for the ID instead of key bloating the filters table 

      Suggested Solution

      Adjust Jira's Board filters to allow project IDs in addition to the project key

      Why This Is Important

      It allows more compatibility for boards creation and reduces the administration effort

            Regarding JRASERVER-77810, this issue means that boards can "disappear" when their filter is edited, for example when the issue status or type is added to the filter.
