Steps to Reproduce

1. Access the Jira application > Dashboard 
2. Access any available Dashboard
3. Add a "Rich Text" gadget to it
4. Add a title with ampersand (&) or less than (<) or greater than (>) character in it.
   
5. Save the changes

Expected Results

We should see "&" symbol in the title

Actual Results

The & symbol converts to & 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available

Notes

Editing and saving without making any changes also adds another amp; to the & resulting in &amp;. this happens after each edit.
