Problem

In Bulk edit group members page, User Picker will fail to select any user when no user is selected on the last page

Environment

Jira Data Center 9.12.10

Steps to Reproduce

1. In Bulk edit group members page, select users on the first page, and don't select users on the last page
2. Click on "Save the selection"

Expected Results

• Users on the first page should be selected

Actual Results

• No users are selected
• See userpicker.mp4

Workaround

• Do not let the last page unselected
• Navigate back to a page that has users selected before clicking on "Save the selection"
