Time Estimate is inaccurate for different logged in users due to context being pulled from Chart Board, not Planning Board

Symptoms
The "Time Remaining" calculation, especially after a sub-version is released, appears different for different logged in users.

Cause
The context is being pulled from the Chart Board, not the Planning Board.

Workaround
Set the correct context in the chart board, then revisit the planning board.
