context error in project progress gadget

Replication steps :

1. add a project progress gadget to dashboard, it will dsiplays correctly.
2. other group members try to access the dashboard but getting error

   There are problems with the current configuration for this gadget. The errors below may have been caused by the deletion of entities required by the gadget or by changes to your permissions.
   
       * gh.gadget.context.no.longer.exists(xxx)
   

   This happens even context xxx is shared.
