Track Portfolio plan usage

      Problem Definition

      At this time, admins are not able to verify if a plan is still in use.

      Suggested Solution

      Add a way for admins to check if a plan is still being accessed by users.

      Why this is important

      This will allow admins to clean up unused plans from the instance.
