Problem
A user without Global Browse Users permission is unable to find other users to assign issues to from the Plan view, including the user itself.
The user is only presented with the "Unassigned" option plus a list of users that are currently assigned to issues on the plan.
Key Notes
- Jira Software is able to provide a list of suggested assignable users even without the Browse Users permission. It does so by fetching the information from <BASEURL>/rest/api/latest/user/assignable/search endpoint.
- There are no official requirements to have Browse Users permission to be able to use Advanced Roadmaps.
Steps to Reproduce
Create a user without global Browse Users
Create a new project and a plan using it as issue source.
Give the user access to the project - I tested with Administrator role.
Create an issue on the project (doesn't have to be using the plan).
Edit the view so the Assignee field is visible.
Attempt to edit the assignee by clicking the dropdown for options.
Expected Results
The user is able to select from a list of assignable users for the plan.
Actual Results
No options presented besides "Unassigned", not even the user itself.
Workaround
A. If there are other issues on the plan with an assignee already set, all those assignees will become a valid option in the dropdown.
- You may access the ticket through the issue view and update the assignee and other ticket from the plan will be assignable to that user.
B. Give the Browse Users permission to the people responsible for assigning the issues.
