User picker doesn't work in "User Workload Report" and "Notification Scheme"

Environment

Reproducible in Chrome & Firefox
Not reproducible on Jira 8.13.9

Steps to Reproduce

Use Jira Software over 8.18.1.

User Workload Report

Notification Scheme

Expected Results

User picker works, and you can select user.

Actual Results

The user picker doesn't work, and we need to type the username by myself.

Workaround

Type the username manually.
