Currently when a remote link is added to an issue it only shows in Activity/History nothing is fired notifying anyone on the issue that this occurred.

As a result the user is not aware of the remote link. Only by viewing history/Activity would they then become aware.

By firing an event and sending a notification the users in the issue would be aware of the remote link.
