As an administrator, I want an independent global permission for creating Agile boards

Problem Definition

Currently, the ability to create Agile boards in Jira is governed by the Create Shared Objects global permission. This same global permission is also used to allow users to share filters and dashboards. However, administrators may wish to allow their general users to create and share filters and dashboard but restrict the ability to create Agile boards to a smaller group.

Suggested Solution

Decouple the sharing of filters/dashboards and creation of Agile boards, possibly through the creation of a separate global permission unique to Jira Software, e.g. Create Agile Boards.
