Current behavior
From documentation on creating a board https://confluence.atlassian.com/jirasoftwareserver074/creating-a-board-889531204.html : "you will need the JIRA 'Create Shared Objects' global permission before you can create a board. If you don't have this permission you can still create a board, but it will not be visible to other people as its filter will not be shared."
Suggestion
- Can we review the design and ensure that if user does not have "Create Shared Objects" permission, we should prevent permission to create a board even via Board > View All Boards > Create Board.
- Or can we have more granularity of board creation permission, currently the permission is determine only by "Create Shared Objects" permission.
