As an admin, I would like the ability to enable and disable LexoRank rebalancing so that I can control and defer expensive operations until after peak business hours

      Summary

      A LexoRank rebalance in large JIRA Software Data Centre instances can cause high CPU and Database utilisation across all nodes. I would like the ability to disable rebalancing during peak business hours (understanding that this may affect ranking on boards and the backlog), and enable it again during lower usage hours.
