When more than one developer license is specified on an application. The license fails when attempting to update with a commercial license.

Summary

When attempting to update a developer license to a commercial license and there is more than application that has a developer license specified. It fails to update with incorrect license error.

Steps to Reproduce

1. Install JIRA Software and update the license with a Developer License.
2. Install JIRA Service Desk and update the license with a Developer license.
3. Generate a Commercial license for JIRA Software.
4. Update JIRA Software with a Commercial license.

Expected Results

JIRA software would update with a commercial license.

Actual Results

It fails with an incompatible license type.

Notes

The work around seems simple enough however there is a possibility to create temporary disruption for users even if for brief moment.

Workaround

Delete either the JSD or JSW license. Update the one you didn't delete with a commercial license. Then update the one with the deleted license with a commercial license.
