Workflow Trigger creation fails when Bitbucket Server is on SSL with security constraint configured to redirect HTTP requests to HTTPS

      When tomcat is configured with a security constraint of CONFIDENTIAL then an extra Cache-Control header is added to the http request the current version of JIRA software does not handle this well with the end result being that a TTL for the response is set as 0 meaning that the instance capabilities are never persisted to memory
