When creating an issue without ability to add to a sprint do not offer to add to sprint

      Schedule and Edit permissions are required to add an issue to a Sprint.

      When creating an issue on the Active Sprints board without these permissions the option to add to sprint is offered, but clicking it will lead to an error.

      Suggest not offering the option when not possible to succeed.
