jira release note url have static "jira" link

      now I'm updrade jira 6.4.11
      and jira release note not working

      because that url have "/jira". <-- it's static

      and your source code like this (jira-development-integration-plugin-3.2.2.jar)

              builder.generateReleaseNotesLink("/jira", renderRequest.getProject(), version);
        return builder.build();

      your source code always using "/jira"

      please check it.

      now we don't using "jira" prefix for url.
