Chrome 41 / Firefox 36 does not show development panel in issue page on OSX

We started having this problem at our company after upgrading chrome to version 41 (we're major chrome users). Upon further testing I can confirm the following (always using the same user):

1. Chrome 41 on Linux
2. Chrome 41 on Chromebook
3. Safari 8.0.2 on OSX
4. Chrome 41 on OSX 10.10.1
5. Firefox 36.0.1 on OSX

We tried in three different OSX laptops.
Weird thing is, on chrome, if we go to the issue from the issue search page, it does show up! Other than that, the panel may show up 1 out of 50 tries when refreshing the same issue page.
