Allow an issue that's been moved to keep its linked commit history

      When an issue is moved all of the linked commit history is removed (as the ID changes) users would like to have the option of keeping that linked commit history when moving the issue.

            The commits information have been moved from the Commits tab into the new Development panel introduced in JIRA 6.2. Linking commits to all issue keys of an issue is now supported. This includes issue key changes due to moving of issues or renaming of project keys.

            This is important functionality for us. The loss of the commit history, regardless of the reason, hinders our development and testing efforts.
