Update REST API doc with /rapid/charts endpoints

      Scenario

      JIRA Agile REST API Reference does not contain any info about how to query Agile reports e.g. Velocity or Burndown.

      However, there are available endpoints to achieve this, e.g.:

      • for Velocity: 
        /rest/greenhopper/1.0/rapid/charts/velocity?rapidViewId=<board_ID>
      • for Burndown: 
        /rest/greenhopper/1.0/rapid/charts/scopechangeburndownchart?rapidViewId=<board_ID>&sprintId=<sprint_ID>

      A full list of report keywords usable for REST endpoints can be found in this Answer.

      The documentation should be updated with this kind of information.

            Why does almost every feature in Jira end up feeling like a half-baked solution?

            Being able to get the Sprint insights via REST API should be offered from the get-go.
