[JSWSERVER-12874] Road Map gadget to be visible to anonymous users

Atlassian Status as at 29 March 2016

The roadmap gadget previously shipped with JIRA Software but is now shipping with JIRA Core. This will enable the gadget to be used for projects set to be visible to anonymous users.

This update is now available in JIRA Software Cloud. It will be available for JIRA Software Server in a forthcoming release.
