Get Started button in UPM listing doesn't work.

      Steps to reproduce:

      1. With the JIRA Agile addon installed, but not licensed (not sure if this matters), go to "Manage Add-ons"
      2. Expand JIRA Agile row
      3. Click "Get Started" button
      4. New tab opens to RapidStart.jspa
      5. Instantly redirects to Dashboard

      This is happening in Ondemand only.

            If the behaviour is happening as described then the bug would be with JIRA Agile and not UPM. Though I wasn't aware that a "Get Started" button would be presented for an add-on that is not licensed?
