      Develop Tokes' spike to add configurable permissions from plugins

      • Specifically refers to global permissions
      • Needs additional development to work for project permissions

      COS:

      • Code from Spike needs to be reviewed by Spud and Mark Lassau
      • Needs to be merged to Jira (either by the Jira team or us)
      • Work needs to go in 5.0 branch for GH
      • Define new permission in plugin file and convert our code to use the new permission
      • Build some Jira automated tests for use by the Jira CI
