When an error occurs during issue creation, the issue key should be logged

      We're aware of an issue related to CLOUD-6751. Currently, when an issue creation is unsuccessful, the issue key is still incremented. To improve transparency and troubleshooting, we propose logging the issue key whenever an error occurs during issue creation.

      This enhancement will help identify and explain any gaps in Jira issue keys.
