Allow adding repos from Gitlab self-managed in Toolchain

    • Our product teams collect and evaluate feedback from a number of different sources. To learn more about how we use customer feedback in the planning process, check out our new feature policy.

      For now we can only add Cloud Gitlab projects to Toolchain but cannot manually add them from self-managed server. 

      It would great to have this functionality.
