Issue Summary

Filter by label in plans only work with OR logic.

Steps to Reproduce

1. add labels A & B to issues on the plan, and only label B to other issues
2. filter the plan to show both Label A & B

Expected Results

It should return only issues that have both labels A & B

Actual Results

It returns all issues that have either label A or B

Workaround

1.  would be to build the filter in Jira and create a plan based on this filter as an issue source which might not be ideal
2.  give the issues a new singular label to represent both labels
