A way to reduce the maximum bulk change limit for a single operation

      Issue Summary

      Limit the maximum amount of issues for bulk change operation. For example, instead of the default 1000 issue limit, you could limit it to 10, 250, or 500.

      It could be a nice feature to administratively limit the bulk change issue max for certain scenarios. Especially if there was a way to set different bulk change max limits to different user groups.

      Expected Results

      Being able to reduce the maximum number of issues that can be selected in bulk change

      Workaround

      There is currently no way to limit it below 1000
