Issue Summary

Allow Creation of Epic under Initiative or their hierarchal parent from the issue-view

Steps to Reproduce

1. Open any issue from the top hierarchy which just above the epic.
2. Try creating an inline issue and it would only give the option for standard issue types like story, task etc.

Expected Results

We would like to be able to have the option to inline create an epic directly under hierarchal parent rather than linking it separately.

Actual Results

Currently, the inline create issue only gives the option for standard issue types like story, task etc but not an epic.

Workaround

1. We could create the epic separately and add the parent link(now Parent field) as the hierarchal parent.
2. You could try creating the epic directly under the parent from the advanced roadmaps plan view.
