Issue Summary

Open DevOps APIs return HTTP 202 Accepted, even though the events have errors.

Steps to Reproduce

1. Start a Gitpod for the gitlab-org/gitlab project
2. Enable runners
3. Create a project with a .gitlab-ci.yml file
4. Create an MR on that project and trigger builds until one fails

Expected Results

Build information should be reliably displayed in the linked issue's Development panel > Deployments.

Actual Results

Sometimes build data doesn't show up in Jira.

Workaround

There's none so far.
