As an automation rule writer, I want to pin frequently used actions to the top of the editor component selector, so I can create rules more rapidly

Acceptance criteria:

• once add action is selected in the editor, a rule writer may pin an action to the top of the list
• a "pinned actions" section replaces the "recommend actions" section
• a pinned action may be unpinned, removing it from the top section
• the list of pinned actions persists by Jira user

Business case:

There are many great actions available for automation rules.  However many users use just a small set of them based upon their use cases.  Reducing the need to search (or scroll) every time an action is needed will save time and reduce errors in rule creation.
