Quickstart button issues

Issue Summary

This task should include the following details:

• Quickstart always shows on top of all elements on the page
  Issue: overlap issue with TodayMarker(Roadmap page).
• When issue views open, hide Quickstart - it refers to Open issues in sidebar, not Open issues in dialog
  Issue: for both classic and nex-gen project, Quickstart should be hidden when issue views open, including Backlog, Active Sprint, and Kanban board.

Steps to Reproduce

Create a new instance in production and QS will be visible and above mentioned issues can be reproduced. For example: When all checklist items in Quick start is completed, it stays in the bottom right corner, when using the quick inline editor from backlog view it goes over the comment box, so you can't see what you are typing. You can still scroll down to see what you are typing, but you have to do it every few words. 

Expected Results

It should not hinder the user when using inline editor or other options in Jira software.

Actual Results

It hinders the user.

Workaround

Cancel Quickstart with which user can quickly remove quickstart. Also, this can be re-enabled through Profile option at the nav bar.
