I would want Business Value field should come as by default in Jira Tool and shall not be dependent on Jira Admin for the customization. As HCL, we serve more than 100+ customers and work with them on Jira Tool for project tracking. Capturing business value is one of the Agile principles and to make customer or client understand to include Business Value in Jira Tool is very long convincing process. Hence, if a patch can be released to all Jira users and update it, so that Business Value can come as default in the tool. Hope this clarifies the requirement.
