Maintain Epic panel backlog when navigating away once enabled

Summary

In next-gen projects, when the epic panel is enabled in the backlog, the Epic panel on the backlog closes when navigating away from the page.
Again, would have to reenable the epic panel again every time to see the epic panel.

It should be the same outlook as to how it is in classic projects.

Steps to Reproduce

1. Go to backlog page
2. Click on epic dropdown and toggle on epic panel
3. Create an epic if there isn't already
4. Click on boards on the left navigation bar
5. Click again on the backlog

Expected Results

The epic panel should already be open

Actual Results

The epic panel is closed
