Issue Summary

The customers want to have an option to disable the "On-call" feature in all of their software projects globally.

Steps to Reproduce

1. Create a project either Company-managed or Team-managed.
2. The "On-call" feature with links to Ops-Genie is enabled by default.
3. We can disable this feature from "Project settings > Features".
4. For the customers who do not use Ops-Genie, this feature is causing confusion among their users. They have to disable the "On-call" feature each time when they created a new project. Hence, they are asking for a feature to disable/enable it globally. This should disable any Ops-genie-related plugins also.

Expected Results

There should be an option to disable the "On-call" feature globally so that it will not enable by default during new project creation.

Actual Results

Currently, whenever new software projects are created "On-call" feature will enable by default and requiring extra steps to disable it by going into "Project settings > features".

Workaround

This "On-call" feature can disable from "Project settings > Features".
