Issue Summary

When using project settings in next gen JSW projects when I don't have a software license, the Features page is available but fails to load.

Environment

• JSW next-gen project
• No Software license

Steps to Reproduce

1. Set up an instance with a software license and a service desk license
2. Create a JSW next-gen project
3. Remove your software license (but keep the service desk license)
4. Open project settings in your jsw next-gen project
5. Go to the Features page

Expected Results

Either the Features link should not show up in project settings, or the features page should work.

Actual Results

The Features link shows up, but clicking on it results in a broken page (it has a loading skeleton which displays forever).

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
