Mandatory fields are not checked when splitting an issue from the scrum/kanban backlog of a Classic project.

Steps to Reproduce

1. Try splitting an issue from the scrum/kanban backlog of a Classic project.
2. The issue will be split even though the mandatory fields are not filled

Expected Results

While splitting the issue, the error should throw stating mandatory field not satisfied.

Actual Results

Issues get split without respecting the mandatory fields.
