As a user, I'd like to be able to select when moving an issue to a Next-Gen project if it will be displayed at the board or at the backlog

As a user, I'd like to be able to select when moving an issue to a Next-Gen project if it will be displayed at the board or at the backlog.

Currently, any moved issue will be automatically placed at the backlog, even that the status is not the first status of the workflow.
