Make start date automatic assignment optional for Roadmaps in Next-gen

Summary

As mentioned in Roadmap, when creating an Epic in the Roadmap view, a Start date is automatically set to a value based on where the timeline is positioned.

Proposed solution

Introduce the option to disable this feature for teams that do not wish to define a start date at the creation of the Epic.

Workaround

To avoid this, you can create the Epic using the standard Issue creator + which does not set a Start date.
