(For user with admin privileges) ability to fast create new release right from "fix versions" field on new issue form

For rather process control, we made field "fixes versions" required - so when preparing releases, we do not miss any task for developing or correcting an error. 

But, often, understanding for releases structure comes later, after preparing tasks...

As a result, we cannot save the newly formulated task until we create the necessary release on another browser tab. It would be convenient to be able to create a release for the current project right from the release field.
