Enable "backup for server option" for sites with Agility projects

Summary

Currently if a Jira cloud site has one or more projects of type Agility, the option in backup manager to generate Backup for server is not available. Either a message should say that clearly or option should be made available again.

Steps to reproduce

1. Create at least one new project of Agility type.
2. Go to backup manager
3. Only Backup for cloud option will be available

Expected Result

• Either both options should be available i.e. Backup for Server and Backup for Cloud OR
• There should be a clear message saying why Backup for Server option is not available

Actual Result

Only Backup for cloud option will be available without any clear message.

Workaround

Migrate Agility projects data to regular / standard type projects by

• Creating new standard type projects
• Move issues across (can use bulk move)
• Delete Agility type projects
• Backup for Server option will appear again.
