At the moment a Webhook will never fire if an issue is added to an Epic. Either via the Agile board, or by editing the issue from the screen itself.
Even with all event types checked, (ie. issue updated etc), the webhook will not fire.

Steps to reproduce

set up a webhook that triggers from everything.
Create an Agile Scrum board with an epic and some issues.
From the Scrum Board, drag the issue onto your epic.
Check the target of the webhook, no update will be received
- Try editing a field of an issue, you'll see the the webhook is fired properly for other edits.
