Add Comment button on Issue Detail View is missing

This is broken on JIRA 6.0-SNAPSHOT. Caused by the fact that they have removed the Comment operation from their list of issue operations. We were scanning that list to see if the user had permission to add a comment.

Now we will have to add in this operation ourselves on the server side.

To be fixed on shipit.
